On November 13^th, 2017 the State Council published the Thirteenth Five-Year-Plan for the National Protection and Use of Intellectual Property Rights, specifying goals and main tasks for IPR work and establishing the overall deployment of national resources with respect to IPR-related subjects. This is the first time that the protection of intellectual property rights has been listed as a goal of specialized national planning.

   The Plan lays out seven goals:

1. Improving the IPR legal system;

2. Upgrading the level of IPR protection;

3. Enhancing IPR quality and efficiency;

4. Strengthening the construction of prominent IPR provinces and cities;

5. Accelerating the development of prominent IPR enterprises;

6. Promoting industry upgrading and development; and

7. Promoting IPR openness and cooperation.

   The Plan also provides guidance for nine goals -- the perfection of IPR laws, IPR protection, the improvement of patent quality, the development of prominent IPR enterprises, the assessment of IPR development, the protection of overseas IPR, IPR investment and financing services, the construction of public service IPR information platforms and the advancement of IPR culture.
